US President Donald Trump has claimed that Hamas and other Palestinian armed groups have agreed to fully disarm under a US-led plan for Gaza.
Trump’s so-called Board of Peace said the agreement followed months of negotiations and would now move towards implementation. Hamas is expected to issue an official statement, while Israel has yet to formally accept the reported terms.
The proposal forms part of the second phase of the US-brokered ceasefire plan, linking Palestinian disarmament to a gradual Israeli military withdrawal and the installation of a new governing authority in Gaza.
Under the reported agreement, Hamas’s heavy weapons would be documented and placed into storage under Palestinian supervision. Smaller armed groups would reportedly disarm first, followed by the dismantling of Hamas’s tunnels, weapons depots and military infrastructure.
Trump said an international force and a newly established Palestinian police service would eventually assume responsibility for security in Gaza.
However, Israel has reportedly objected to elements of the proposal, raising fresh doubts over whether it will honour its commitment to withdraw even if Palestinian factions disarm.
The arrangement effectively requires Palestinians to surrender their remaining military capabilities while relying on US guarantees that Israel — which has repeatedly violated previous ceasefires — will withdraw and end its attacks.
Public reaction in Gaza has been muted, with many Palestinians deeply sceptical after successive agreements failed to stop Israeli killings or deliver meaningful relief.
At least 1,168 Palestinians have reportedly been killed in Israeli attacks since the ceasefire began last October, while Gaza’s overall death toll since October 2023 has surpassed 73,000, including more than 21,000 children.
A UN commission concluded in 2025 that Israel had committed genocide in Gaza, while Israeli Prime Minister Benjamin Netanyahu remains wanted by the International Criminal Court over alleged war crimes and crimes against humanity.
